3화 서류가 틀렸습니다
새벽에 출발했다.
마차 두 대에 염료 열다섯 자루를 나눠 실었다. 수리가 필요한 두 대는 두고 갔다. 직원 셋 중 둘이 따라오고, 나이 든 남자 하나가 창고에 남았다.
리네는 마차 앞자리에 베른과 나란히 앉았다. 해가 뜨는 걸 마차 위에서 본 건 처음이었다.
"아저씨, 거기 이름이 뭐라고 했죠."
"라헬입니다. 강 건너 시장인데, 세이드까지 가기 어려운 상인들이 거기서 거래합니다."
"세이드 사람들도 와요?"
"옵니다. 예복 상인들은 주로 여름에 옵니다. 성년식이 가을이라서요."
리네는 고개를 끄덕였다. 지금이 7월이었다.
"운이 좋네요."
"운이 좋습니다." 베른이 고삐를 고쳐 쥐었다. "등록증만 받으면요."
라헬 시장은 강가에 있었다. 나무 다리 하나가 시장과 바깥을 잇고, 다리 끝에 작은 석조 건물이 서 있었다.
등록소였다.
줄이 열 명쯤 서 있었다. 전부 어른이었다. 리네가 줄 끝에 서자 앞사람이 뒤를 돌아봤다가, 아무 말 없이 다시 앞을 봤다.
베른이 서류 뭉치를 리네에게 건넸다.
"제가 대신 낼까요?"
"아니요. 제가 낼게요."
"아가씨—"
"아저씨가 내면 아저씨 상단이 되잖아요."
베른이 입을 다물었다.
줄이 줄어들었다. 앞사람이 통과했고, 그 앞사람도 통과했다. 서류를 내고 도장을 받는 데 한 사람당 이 분도 걸리지 않았다.
리네 차례가 됐다.
창구 안쪽에 앉은 남자는 젊었다. 스물다섯쯤. 등록관 제복의 단추가 목까지 채워져 있었다.
그는 리네를 보지 않았다. 손만 내밀었다.
리네가 서류를 올렸다.
남자가 첫 장을 넘겼다. 두 번째 장에서 멈췄다. 그리고 서류를 창구 밖으로 밀어냈다.
"반려입니다."
"…네?"
"신청인 서명란이 비어 있습니다."
"저는 서명을 못 하는데요."
"그러면 후견인 서명이 필요합니다."
"후견인이 없어요."
"그러면 신청이 불가능합니다. 다음."
리네는 움직이지 않았다.
"저기요."
"다음 분."
"제 서류 어디가 틀렸는지 다 말해주세요."
남자가 처음으로 고개를 들었다.
그는 리네를 봤다. 아이를 보는 눈이 아니었다. 서류를 보는 눈이었다.
"세 군데입니다."
그가 서류를 다시 끌어당겼다.
"하나, 신청인 서명란. 둘, 품목란에 '염료'라고만 적혀 있습니다. 산지와 등급을 써야 합니다. 셋, 상단 등록번호가 구식입니다. 작년에 체계가 바뀌었습니다."
"바뀐 번호는 어디서 받아요?"
"연합 등록소입니다. 여기서 강 건너 두 블록."
"오늘 받을 수 있어요?"
"오늘 받을 수 있습니다."
리네가 서류를 챙겼다. 돌아서다가 멈췄다.
"서명란은요?"
"후견인이 없으면 방법이 없습니다."
"정말요?"
남자가 잠깐 리네를 봤다.
"…상속인이 미성년일 경우, 상단연합 지정 임시 후견인을 신청할 수 있습니다. 심사에 보름 걸립니다."
"보름은 안 돼요."
"그러면 방법이 없습니다."
리네는 등록소에서 새 번호를 받았다. 품목란도 고쳤다. 남부산 청람 염료, 삼등급.
두 시간 뒤 다시 줄을 섰다.
같은 남자가 서류를 받았다. 이번엔 두 번째 장을 넘겼고, 세 번째 장까지 갔다. 리네는 창구 턱을 잡았다.
남자가 서류를 밀어냈다.
"반려입니다."
"…"
"수량 단위. '자루'는 공식 단위가 아닙니다. 근으로 환산해야 합니다."
"그건 아까 말 안 하셨잖아요."
"아까는 그 앞에서 걸렸습니다."
"그럼 다음엔 또 뭐가 나와요?"
남자가 그녀를 봤다.
"고치면 또 다른 게 나오고, 또 고치면 또 나오고." 리네의 목소리가 올라갔다. "그냥 안 해주겠다고 하세요. 그게 빠르잖아요."
뒤에 선 사람이 헛기침을 했다.
리네는 서류를 챙겼다. 손이 잘 안 잡혔다. 종이 한 장이 바닥에 떨어졌다.
그걸 줍는데 잘 안 주워졌다. 손가락이 자꾸 미끄러졌다.
리네는 그대로 앉은 채로 있었다. 창구 앞이었다. 일어나야 했다.
"…한 자루가 몇 근인지 어떻게 알아요."
바닥을 보고 말했다.
"저울은 시장 안에 있습니다."
"거기 들어가려면 등록증이 필요하잖아요."
"등록 전 계량은 다리 아래 공용 저울을 씁니다. 무료입니다."
리네가 고개를 들었다.
남자는 창구 안쪽에 그대로 앉아 있었다. 표정이 없었다. 다음 사람을 부르지도 않았다.
"…고맙습니다."
"다음 분."
해가 기울 때 세 번째로 줄을 섰다.
줄이 짧아져 있었다. 리네 앞에 두 사람뿐이었다.
차례가 왔다. 서류를 올렸다. 남자가 첫 장부터 마지막 장까지 넘겼다. 시간이 걸렸다. 리네는 창구 턱을 잡고 서 있었다. 발끝을 들어야 안이 보였다.
남자가 도장을 꺼냈다.
"통과입니다."
도장이 찍히는 소리가 났다. 생각보다 컸다.

리네가 비고란을 짚었다.
"이거 뭐예요? 후견인 없으면 안 된다면서요."
"제9조 3항. 좌판 한 개, 단일 품목, 일주일 이내인 경우에 한해 등록관 재량으로 승인할 수 있습니다."
"…아까는 왜 말 안 하셨어요?"
"제9조는 서류가 완전할 때만 적용됩니다."
리네가 서류를 챙겼다. 남자가 도장을 서랍에 넣으며 말했다.
"누가 가르쳤습니까."
"…네?"
"단위 환산. 오늘 처음 한 사람의 글씨가 아닙니다."
리네는 잠깐 생각했다.
"장부요."

They set out before dawn.
Fifteen sacks of dye went onto two wagons. The two that needed repair stayed behind. Two of the three workers came along, and an older man stayed at the warehouse.
Rine sat beside Bern on the front bench. She had never watched the sun rise from a wagon before.
"Uncle, what did you say the place was called?"
"Rahel. A market across the river. Traders who cannot reach Seid deal there."
"Do people from Seid come too?"
"They do. The robe traders mostly come in summer. The coming-of-age rite is in autumn."
Rine nodded. It was July.
"That is lucky."
"It is lucky." Bern shifted his grip on the reins. "If we get the license."
The Rahel market stood by the river. One wooden bridge joined the market to the outside, and a small stone building stood at its end.
It was the license office.
About ten people stood in line. All of them were adults. When Rine joined the end of the line, the man in front looked back, then faced forward without a word.
Bern handed Rine the bundle of papers.
"Shall I **submit** them for you?"
"No. I will submit them."
"Miss—"
"If you submit them, it becomes your house."
Bern shut his mouth.
The line shrank. The man in front passed, and the one before him passed. Handing in papers and taking a stamp took less than two minutes each.
It was Rine's turn.
The man behind the window was young. About twenty-five. His officer's coat was buttoned to the throat.
He did not look at Rine. He only put out a hand.
Rine held the papers up to the window.
The man turned the first page. He stopped at the second. Then he pushed the papers back out.
"Rejected."
"...Sorry?"
"The applicant signature line is empty."
"I cannot sign."
"Then a guardian must sign."
"I have no guardian."
"Then you cannot apply. Next."
Rine did not move.
"Excuse me."
"Next, please."
"Tell me every place my papers are wrong."
For the first time the man raised his head.
He looked at Rine. It was not the way you look at a child. It was the way you look at papers.
"Three places."
He pulled the papers back.
"One, the applicant signature line. Two, the item line says only dye. It must give the source and the grade. Three, the house registration number is out of date. The system changed last year."
"Where is the new number **issued**?"
"At the union registry. Two blocks across the river from here."
"Can I get one today?"
"You can get one today."
Rine gathered the papers. She turned, then stopped.
"And the signature line?"
"Without a guardian there is no way."
"Really?"
The man looked at Rine for a moment.
"...If an heir is a minor, you may ask the union to name a temporary guardian. The review takes fifteen days."
"Fifteen days is too long."
"Then there is no way."
Rine got the new number at the registry. She also **revised** the item line. Southern blue dye, third grade.
Two hours later she stood in line again.
The same man took the papers. This time he turned the second page, and went on to the third. Rine took hold of the ledge of the window.
The man pushed the papers out.
"Rejected."
"..."
"The unit of quantity. A sack is not an official unit. It must be converted to geun."
"You did not say that the first time."
"That time the check stopped at an earlier point."
"Then what comes up next time?"
The man looked at her.
"I fix one and another comes; I fix that and another comes." Rine's voice rose. "Just say you will not do it. That is faster."
Someone behind her coughed.
Rine gathered the papers. Her hands would not grip them. One sheet fell to the floor.
Picking it up did not go well. Her fingers kept slipping.
Rine stayed down where she was. She was in front of the window. She had to get up.
"...How am I supposed to know how many geun a sack is?"
She said it to the floor.
"The scales are inside the market."
"You need a license to go in there."
"Before you get the license, you can **weigh** goods on the scale under the bridge. It is free."
Rine lifted her head.
The man sat where he was behind the window. His face showed nothing. He did not call the next person either.
"...Thank you."
"Next, please."
When the sun was low she stood in line a third time.
The line had grown shorter. Only two people stood ahead of her.
Her turn came. She held the papers up to the window. The man turned every page from the first to the last. It took time. Rine stood gripping the ledge of the window. She had to rise on her toes to see inside.
The man took out his stamp.
"Cleared."
The stamp came down with a sound. It was louder than she expected.

Rine put a finger on the remarks line.
"What is this? You said it was impossible without a guardian."
"Article 9, clause 3. One stall, one item, one week or less — in that case the officer may **approve** it himself."
"...Why did you not say so at the start?"
"Article 9 applies only when the papers are complete."
Rine gathered the papers. Putting the stamp into a drawer, the man spoke.
"Who taught you?"
"...Sorry?"
"The unit conversion. That is not the handwriting of someone doing it for the first time."
Rine thought for a moment.
"The ledgers."
